Perlindungan Kerahasiaan Dan Mitigasi Risiko Data Rekam Medis Di Upt Puskesmas Kota Matsum

Abstract

Medical record management is the process of controlling medical records and documents. Electronic medical records are maintained from the time a patient is admitted until they are discharged, referred, or die. Our observations during fieldwork practice III at the Matsum City Community Health Center (UPT Puskesmas) showed that the community health center has been using an electronic medical record system starting from screening, registration, polyclinics, and pharmacy. Problems encountered in the use of electronic medical records (EME), such as server downtime, poor internet connection, and negligence in inputting patient data due to server downtime in the e-Puskesmas (Electronic Community Health Center) application, have hampered patient service processes. This community service aims to analyze the implementation of electronic medical record data confidentiality protection and formulate risk mitigation efforts to improve data security and the quality of health services at the Matsum City Community Health Center (UPT Puskesmas). The method used is Participatory Action Research (PAR) through observation, outreach, and mentoring of medical record officers.The results show that the implemented security system includes the use of usernames and passwords, antivirus software, and limited data backup, but is still not supported by CCTV, fingerprints, and regular data backup. The resulting risk mitigation includes the development of standard operating procedures (SOPs), the implementation of physical access controls, and the strengthening of system security policies. The Matsum City Community Health Center (UPT) is expected to make improvements based on the risk mitigation identified during the service.
